Logging a Theft or Loss Disposition

A theft or loss disposition removes a firearm from your bound book when it is no longer in your possession due to theft or an unexplained disappearance. This is not a sale — no money changes hands — but it is still a disposition because the firearm has left your control. Federal law requires FFL holders to report thefts and losses to the ATF within 48 hours of discovery, and to their local law enforcement agency for thefts.

48-Hour Deadline. The ATF requires theft and loss reports within 48 hours of when you discover — or reasonably should have discovered — a missing firearm. Missing this deadline is a federal violation. Act immediately.

Theft vs. Loss: The Difference

  • Theft: A firearm was taken by someone without authorization — break-in, robbery, employee theft, or any confirmed criminal act. File a police report immediately. ATF requires you to report both to local law enforcement and to the ATF.
  • Loss: A firearm cannot be accounted for after an inventory count or reconciliation with no evidence of criminal activity. This can result from recordkeeping errors, mislabeled stock, or simple human error. Report to the ATF even without a police report.

Step 1 — Report to Law Enforcement (Theft)

If the firearm was stolen, file a police report with your local agency before anything else. Obtain the case or report number — you will need it for both the ATF report and the FastBound entry.

Step 2 — Log the Disposition in CloudFFL

  1. Go to Sales → Orders and click New. (This uses the standard Sales Order form.   2. Add the missing firearm product and select the specific serial number that is missing.
  3. In the FastBound ComplianceDisposition section, set Disposition Type to Theft/Loss.
Select the Theft/Loss Type sub-type from the dropdown. This is a required field — you must choose the specific sub-type (for example, Stolen or Lost) before proceeding. In the order notes or an internal reference field, record:
  • Date the theft or loss was discovered
  • Police report number (theft only)
  • Brief description of circumstances
Click Confirm. Click Sync to FastBound. CloudFFL sends the Theft/Loss disposition to FastBound. The firearm is flagged in your bound book as a Theft/Loss entry. Click Commit Disposition to finalize the disposition in FastBound. Process the delivery step (no physical transfer occurs — this action commits the bound book entry). CloudFFL finalizes the disposition in FastBound andremoves the serial number is removed from your active inventory.inventory in Odoo).

Step 3 — Report to the ATF

FastBound logs the entry in your bound book but does not file the ATF report for you. You must also submit:

  • ATF Form 3310.11 — Report of Theft or Loss of Firearms from a Federal Firearms Licensee. Available at atf.gov. Submit within 48 hours.
  • You may also call ATF at 1-888-ATF-GUNS (1-888-283-4867) to report immediately and follow up with the written form.
  • Keep a copy of the completed form in your permanent records. The ATF may conduct a follow-up inspection.

Verifying the Bound Book Entry

After the disposition is committed, verify in FastBound:

  • The serial number no longer shows in active inventory
  • The disposition type shows as Theft/Loss
  • The date matches the discovery date

Keep Records Together. Store the police report, ATF Form 3310.11, and a printout of the FastBound bound book entry in a dedicated file for the incident. These records must be available during any ATF compliance inspection. If the firearm is later recovered, log a new acquisition to bring it back into your bound book and inventory.
